Kolwezi : La réforme de la loi électorale et de la Ceni, des préalables exigés par le Cadre des Concertations.

Les organisations membres du Cadre Provincial de Concertation de la Société Civile du Lualaba se disent préoccupées par le processus ayant conduit à la désignation du nouveau Président de la Commission Electorale Nationale Indépendante (CENI) par les leaders des confessions religieuses de la République Démocratique du Congo.
Ces organisations l’ont fait savoir ce mercredi 15 juillet, à leur siège, lors de la lecture d’un communiqu de presse lu devant la presse.
Maître Schadrack MUKAD MWAY END NAW, Président Porte-parole du Cadre de Concertation est revenu sur les grandes lignes de ces organisations. Pour cet acteur de la société civile, les organisations du Cadre Provincial des Concertations de la Société Civile ont fait observé que la Ceni est chargée de l’organisation des élections présidentielles, législatives, provinciales, urbaines, municipales et locales.
Malheureusement, ajoute-t-il, depuis 2006, les élections locales n’ont jamais eu lieu en RDC, faisant du cycle électoral irrégulier et incomplet ;
Les élections de 2006, 2011 et 2018 ont plongé la RDC dans des crises institutionnelles à la suite d’un scrutin cynique orchestré par une Ceni partisane ;
La présidence de la Ceni acquise aux confessions religieuses ne devrait pas faire l’objet d’un discriminatoire en ce sens que chaque citoyen jouissant des droits d’éligibilité peut briguer ce mandat sans nécessairement être parrainé par une église ;
L’empressement constaté avec lequel la désignation du candidat à la présidence de la Ceni a été organisée par les confessions religieuses et son entérinement par la chambre basse du Parlement qui a foulé au pied tous les préalables à savoir l’audit de la Ceni, la réforme de la loi électorale et de celle de la Ceni et autres points essentiels.
Eu égard à ce qui précède, ces organisations recommandent:
* Au Chef de l’Etat, d’user de ses prérogatives constitutionnelles pour rester le Garant du bon fonctionnement des Institutions de la République ;
* A l’Assemblée Nationale, de surseoir à l’entérinement de Ronsard MALONDA qui fait objet des contestations et attendre la liste complète des membres de la Ceni pour un entérinement commun ;
* Aux Confessions religieuses, de demeurer apolitiques et impartiaux ;
De démontrer qu’ils sont dignes de respect et de la confiance et de se démarquer des actes prosaïques propres aux hommes incultes ;
Que les voix de la Société Civile de l’intérieur du pays doivent être considérées ;
De procéder soit au consensus, soit à l’élection en toute transparence d’un candidat président de la centrale électorale ;
* Au Peuple Congolais, de rester éveillé et uni afin de sauver la République et la Ceni de la dérive.
Les membres du Cadre Provincial de Concertation de la Société Civile justifient cette position par l’esprit patriotique et la volonté à la consolidation d’un Etat de droit à travers des élections crédibles, libres, transparentes et apaisées en RDC.
